Returns explicit background job completion and stage metrics as JSON; CalculationState is not a completion barrier

JSON job counts and timing metrics. pending == 0, pending_delivery == 0 and settled == true denote delivered worksheet results after the definition pass. Explicitly dirty a nonvolatile status cell when polling from automation.
