Normalizes an offset-aware RFC 3339 timestamp to UTC, preserving nanoseconds

- Parameters:
timestamp (text) – Required offset-aware RFC 3339 text, e.g. 2026-01-15T16:00:00Z or 2026-01-15T17:00:00+01:00; normalized to UTC; date-only and naive timestamps are rejected
- Returns:
Offset-aware RFC 3339 timestamp text normalized to UTC, preserving nanoseconds; not an Excel serial datetime.
- Return Type:
text
- Errors:
#VALUE! for invalid, naive, or date-only input; an explicit RFC 3339 timezone offset is required.
